Custom Steel Frame w/ Lefty (How do I tension steer tube?)

I'm having custom steel lefty frame built, but don't have all the answers on how to put the front end together. I currently have p321 conversion on my fs29er, and I tension the steer tube stack the tradional way by tightening top bolt going in to starnut. On my new frame the builder is putting on a 1.5" head tube to Cannondale's spec so I can run SI headset, steer tube, and stem. I have aquired all of these pieces now and I can't figure out how to tension the stack.

You'll want to have your builder obtain the specs for Cannondales headtube exactly.

There is no variance, it needs to be precisely what it is.

Their system uses no traditional preload adjuster like your current bike does.....
