It seems the gate is locked by nearby residents. There's a sign posted that the city doesn't control the gate.

Why is public land being regulated by a random resident that lives nearby? I understand the graffiti, pot smoking and other activities that happen there at night, but they can easily access the area from Eaton Canyon. The locked gate won't stop them. Graffiti has gotten out of hand over there. Remember the parking permit they force you to buy if parking in the ANF? I don't see the funds being put to work. Bring bolt cutters if you get locked in?
