What jurisdiction controls the legality of trails in the Bay Area?

I am trying to get a comprehensive list, starting with Marin, of who controls the legality of trails in the Bay Area. City/town ordinance, county, state or federal would be a good start..

    There are many...

    CA State Parks
    Marin Municipal Water District
    East Bay Regional Park District
    Midpeninsula Regional Open Space District
    CDF/Cal Fire (Soquel/Boggs Demonstration Forest)
Various County and City park departments
A few smaller open space districts
If you're extending south to Ft. Ord you have Bureau of Land Management (Federal)

These are just off the top of the head. I'm sure others can chime in with many more.

Most towns also have parks that allow biking (or not).

    Add'l south bay:

    Santa Clara County Parks

Santa Clara County Open Space Authority
    San Jose City Parks
CA Department of Fish and Game - manages land locally, and presumably folks access the "trails" to hunt, fish, etc.

Is that sarcastic? I've been interested in Marin Open Space recently. The land parcels are super random but it looks like they allow night riding, 24 hours a day, and dogs. Gunshot in Fairfax (and that other trail on Gunshot) is M.O.S. yeah?
