Kings canyon --> Ash Canyon open?

This probably ought to be in the NV forum, but hey, what's a few miles of separation?

I'm new to lake Tahoe and I've been looking for snow-free rides near here. I saw a thread or two about Ash canyon out of Carson City and the construction of a connector trail to Kings canyon in 2012. Does anyone know if this is done yet? If not, does anyone know who to contact to help build it?
