what are british standard brake pads?

hi all, i swung by an REI to pick up some much needed brake pads today and while i was checking out the different brands, i noticed that there was a brand by the name of jagwire and they had two identical sets of pads. one was all weather, and the other was british standard. they looked exactly the same, except that the british standard pads were 18 bucks a set, and the all weather set ran 7 bucks. what's the difference? i tried searching for it, but had no luck. just curious if anyone knew off hand, thanks.

British Standard pad compound? What is that?

It is bascally a safety standard, like the German TUV (missing the umlaut over the U, lol)
