Splines on wheel for rotor starting to strip?

when I first put my bike together, I must not have tightened the locking cap on the front rotor all the way. eventually it loosened and I tightened it with no more problems. now ive had a weird noise when im stopped and I press the brake and move the bike. I found the front rotor moves on its splines just enough to cause a noise. just looking at the splines it looks like the splines on the wheel are the ones starting to round.

can these splines be replaced, or do I need a whole new wheel. im going to confirm its the wheel tomorrow when I can swap the rotors one wheel to the next and see which have play.
