Shimano XTR metal brake pads less stopping power

I recently change my brakes pads from Nuke proof enduro brake pads to Shimano XTR metal brake pads for my shimano XTR brakes. I noticed that the bitting power of the XTR metal brake pads is less than nuke proof brake pads. Is this normal?

Yes, it's normal. The Nukeproof Enduro pads were the stickiest pads I've ever used on my brakes, they were actually had too much bite on my Saint brakes. I was having too many accidental lockups and went back to the stock Shimano pads.

I'm using the XTR M988 trail version. I find this metal pads doesn't stop me at all when descending fast.

They will take a little time to bed in. The more metal in the pads the longer the bed in time, longer they will last but the less power they will have.

Does it depend on the type of rotors you are using as well? I noticed there are four different pad recommendations for XTR brakes.
