Jagwire Ripcord derailleur cable install question

I got in my Jagwire Ripcord combo (brake & derailleur) cable kit and installed the brake cables without serious issues. The first photo shows what came in the derailleur kit. The actual cable and the housing are clear, but there's also some hollow plastic tubing. What's that for?
There's also a small rubber "rainshield" thingy in the parts kit (see second photo). Is that supposed to protect the cable right at the end of its last unhoused run, near the rear derailleur?

I had the old Gore Ride on cable back in the day. The plastic tubing I wanna say goes between the cable stops on your frame if your not running full length to keep it sealed. And yes you are correct the rubber boot slips over the cable cap to seal it on the FD cable.
