im wanting to upgrade to disc breaks in the near future, as in this spring or summer, and i have to buy new wheelsets ontop of the disc breaks. My bike is around 10 years old, Its a Specialized Rockhopper Comp, do i have to worry about the frame and forks being disc compatible? Also whats the best value disc kit?

Yes you have to worry about that, your fork may have it but I doubt your frame does if it's really a 1999. It should be pretty obvious if your fork has disc mounts - 2 holes 51, 68, or 74mm apart. In the rear look for 2 unthreaded holes 51mm apart or 2 threaded holes 22mm apart.

if no tabs, and if the dropout is flat, you'll need one of these: A2Z Disk Brake Adapter for frames without disk mount, anyone try one? got one and it works on my 00/01 TREK 4500
nothing in life is real, so if anything goes wrong, blame the dead guy
