cable housing to back is too long

my back brake cable housing is too long, is there any way to change this w/o going to my lbs. it is really bad, the lever won't return to it's position properly, and yes iv checked the spring tension on the brakes, and they are the Tektro IO's, but i plan to upgrade the back to the bb7's like i have already in the front

Cutting housing without the right tools isn't the way to go, so unless you've got some nice cable cutters, a dremel tool, etc., a trip to the lbs might be best...but try reading this http://www.parktool.com/repair/readhowto.asp?id=113

If the arm won't return, it's that there's excessive friction in the system, not that the cable is too long. I've run mechanical brakes with PLENTY of housing so I can do barspins.

Either the ends aren't cut square, the cables/housing is corroded, or you've got grit/grime in the system.
