Avid Hose Barb - How does this work?

I'm new to hydraulic brakes. Just bought my first pair of Avid Elixir 3. I've been running BB7's for years and thought it was time to move up.

I've been doing some research on shortening the the hose for the rear brake and I'm curious about this little hose barb thing.

If you screw it into the hose lining how is brake fluid allowed to enter the line? It looks like the hose barb would cap the line?

Does anyone know how tight the barb is supposed to be? I just recently replaced the hose on my CR's, and there's a little bit of leaking where the hose enters the lever. I'm assuming it's because something isn't tight enough, but I dont want to over-torque something I shouldn't. Thanks

Probably has more to do with the cut hose not being perpendicular. Though you can grab a crow's foot socket and check the torque of the hose fitting, that wouldn't hurt either.
