Avid Hose Barb - How does this work?

I'm new to hydraulic brakes. Just bought my first pair of Avid Elixir 3. I've been running BB7's for years and thought it was time to move up.

I've been doing some research on shortening the the hose for the rear brake and I'm curious about this little hose barb thing.

If you screw it into the hose lining how is brake fluid allowed to enter the line? It looks like the hose barb would cap the line?
