New question here. Adjusting 180 rotor to caliper sweep in Deore Disc brake

I have just installed Shimano BR M596 calipers to my front fork (post mount) mated to a Shimano SM-RT75 180 rotor. I'm using a SM MA F180P/P2 adapter.

I have noticed that the sweep pattern on the rotor is only covering 75% of the area available. The inner part of the rotor is untouched. Fortunately braking power seems to be OK.

So this leads me to the conclusion that the caliper is a trifle higher.

I'm using the two washers on each the mounting bolt. I think that if I remove them the caliper will be in the right position (it will be closer or lower).
Can I do this ? Someone told me they're adjusting washers, but can I live without them ?

Could the adapter be upside down?

Nope it's the right side. But I have noticed that my LBS placed the washers between the caliper and the adaptor. Looking at Shimano Tech docs it shows that the washers should be placed after the caliper. If I move them to this location the caliper will be a little lower and it will then sweep the whole rotor area.
