safe to ride? Old atala frame

I'm totally new here-- looking get someone's expert w/ regard to restoring my old Atala frame, or getting rid of it. From 1976... It was new then- now some rust. How do i know if it's safe to ride? Can the frame be evaluated?

Take it to your local bike shop, for no cost they can tell you what needs done, and for money, do it if necisary.
