    non-replaceable deraileur hanger-is it a big deal ?

I'm in the process of building a steel hardtail, most likely an On-One inbred. I just noticed they do not have replaceable hangers, is this a big deal, all my aluminum frames are replaceable. Is this the norm for steel frames ? Any thoughts ?

Yes, that's normal for steel frames.
A steel hanger can be bent back to the right shape.
