I just switched from a quick-release seat post collar to a regular bolt, NON-quick-release collar.
Is there a torx specification for these?
I want it to be tight enough so my seatpost doesn't slip, but I don't want to over-tighten the allen bolt and damage the frame.

Ah don't worry about it. People are way too obsessed with torque specs. You won't damage the frame. Just use 3 fingers on your allen wrench, and tighten it - what I've heard people call "3 finger tight", of course there's "2 finger tight", and "1 finger tight". Obviously if it slips, then tighten it some more.
