1. The most important thing about buying a new bike is to make sure it fits. The only way you'll know if the bike is right for you is to size up the bike and make sure that the bike's geometry matches your body's geometry. Ask questions and do some research.

2. If possible, try to find a shop that will let you demo the bike on real dirt. Five minutes in a parking lot won't cut it. You wouldn't buy a car without a real world test drive, and a bike should be no different.
3. Don't belive the hype. Just because your favorite rider or best friend rides a certain bike, that doesn't mean that's the best one for you. Have an open mind and be realistic about your needs and ability.

For a new fork that's an awful tight budget but you can get a Rock Shox Tora (new) for around $200 or so. At the low end of your budget it might be really tough to get an upgrade. The used market is probably decent. I would suggest searching ebay and/or pinkbike for that.

These seem to get pretty good reviews for the price

EDIT: NEVERMIND THEY ARE DISC ONLY.

my recomendation would be a Rock Shox Dart.... either a dart 1 or 3 NOT the dart 2 there is not enought difference between the 1 and 2 to justify the higher price.... also as usual Rock shox is still lousy about properly lubing there new forks so get some decent lube( I prefer Valvoline synthetic.... slick as snot and sheds water like mad! not to mention it never breaks down) and lube em up the right way before use its not hard and will VASTLY improve the performance

Why are you upgrading your fork? Something wrong with it? Unless there is, just keep saving your money for broken parts or your next bike.

Actually, if you scroll down to the bottom of the description, it says, "V-brake version is also available upon request!", so these could work.
