I'm leaning towards the Schwinn, mostly cuz it's a lot newer and less likely to need work soon than the C-dale, and because it sounds like your mostly going to be road riding.

The C-dale looks like it could be a decent bike for the price too, if you were thinking of hitting any trails. You'd probably at least want to upgrade the brakes to V-brakes if you were going to ride it regularly though, and older bikes like that usually tend to have at least a few parts on them that are at or near the end of their useful life. ( I bought one of those forks for almost $400 when they came out, in like 1993, so that gives you an idea of the age of the bike). Probably figure you'd need to put a little elbow grease and possibly a few parts into that one.

The Schwinn is a Walmart bike.
It might be newer but it has super low end components.

The C-dale is older and may need work.
It might also be hard to get parts fixed or have them replaced. For instance that fork. The parts may not be available for rebuilding it and replacing it might be difficult.

    10-30 miles a couple times a week?
    So 50 miles a week?

You might find upping your budget a couple hundred dollars will be cheaper in the long run.
Just stick it in granny and start grinding.

They look like different size bikes. You need to find out what size you need. The Cdale looks like the fork is bottomed out ,it might need s rebuild if you can find the parts ,you could replace it with a rigid .
