    As a general question, what are the consequences (to the headset) of overtightening a starnut?

    Does it just wear out quicker?

    and your steering goes harder... you can damage the bearings as well... I had been there, had done that.

    Go to a wall. As you tighten the starnut, push the bike fore and check for movement at the headset. When you get no more play, stop there. The minimum force required to avoid play in the headset is the maximum you hsould apply to the star nut. Now just tighten the stem bolts and you're done.

    You should tighten the starnut bolt

    enough to make sure the stack (of bearings/spacers) is tight, but not tight enough to bind the bearings (the bars should rotate freely). You can somewhat over-tighten the starnut bolt first, check for play in the headset, then tighten the stem bolts, then back off on the starnut bolt a bit as the work of holding the stack together is now being done by the stem bolts, at least this is how I do it. I think a lot of stems recommend around 40 in/lbs of torque on the starnut bolt, whereas the stem bolts are usually 80-90 in/lbs, to give an idea of the ratio between the two types of bolts...hope that helps.
