Outdoor Enthusiasts,

On Tuesday, January 25, the Kansas Senate introduced Senate Bill 87 that would provide for a different (and better) way to fund state parks.Â* Montana has successfully used a similar funding system.

SB 87Â*provides that state parks would be funded through a $5 "outdoor registration fee" levied with theÂ*purchase ofÂ*a vehicle tag.Â* $4 of the $5 fee would be used for park operations and $1 would be used for the outdoor grant program which has not been funded in recent years.Â* The grant program would be a potential funding source for trail projects.Â* State park access would be "free" because the $5 tag fee would replace the $35.50 state park passes we now buy.Â* Out-of-state park users would continue to pay fees for access to the state parks.

SomeÂ*might argue that this is just another tax to pay and it is paid byÂ*all vehicle owners even ifÂ* they do not use the state parks.Â* The bill addresses these two issues squarely.Â* First, the $5 fee would replace the current general budget funding.Â*Â*It is not a new tax, it replaces tax dollars from the general fund.Â* Second, if a taxpayer does not use the state parks or just disagrees with the idea, they can request a refund of the $5 fee.

We believe this is a better way to fully fund the state park system which has in recent years struggled for adequate funding.Â* If you agree,Â*we hope you willÂ*contact your Senator and Representative.Â* The bill was referred to the Senate Ways and Means Committee whose members include: Umbarger, Emler, McGinn, Morris, V. Schmidt, Schodorf, Taddiken, Teichman, Wysong, Barone, Betts, Kelly and Steineger.

I am in favor of this. As somebody who has dealt with people who "didnt know they need a pass" for four summers it will be nice to not get into stupid arguements with customers. Hopefully this will bring in extra revenue so when I become a Ranger in a couple years, I will actually be given funds that can adaquately(sorry for the spelling) meet the needs of parks.



OT: This summer I am doing my practicum at Milford State Park by Junction City and I have to do a major project. I was hoping the Park Manager would let me make a bike trail. Do you have any suggestions for a first time trail builder, Ken?

I can probably help you with your bike trail project at Milford. There are trails at Tuttle Creek SP, Wilson Lake SP, Perry Lake SP, Eisenhower SP and Clinton Lake SP. In addition, we're putting in trails at SP #24 (Menninger property) that will eventually connect the Governor's mansion with the State Historical site.

I have a bunch of suggestions. #1 is to get in touch with Ed DeTrude from Eisenhower SP and he will be able to help quite a bit. Drop me an email kminer@minertech.com and I'll help you as well.
