Where is the best place to buy a new Foes DHS Mono complete bike? Price and customer servise wise

Look at Go-Ride.com.

I had good luck with them on my FXR although I only bought the frame and a few parts.

A little slow on getting the frame, but I think that was more of a problem with Foes running slow in production.
