Has anyone ever built a 29" off road tandem? Could a triple clamp fork be used to run 29" wheels (disc I'd assume).
Would it work with a 20x16 frame?

Speedgoat did some internal mods on a Shiver SC to set it up on the original Asylum proto. It required parts from a few different forks, and when I asked Chris about potentially duplicating one he didn't really want to discuss it (liability issues). I discussed this with them regarding a possible 30" DH project in the uncertain future. Drop them a line, if they can make it work for you. Most people at WB ride 29" themselves, and will try to make something work for you. If they really really really like you, perhaps you could persuade them to make a slightly lengthened version of their 26" tandem fork. Don't tell them I sent you! WB has always offered 29" worthy forks when others let us down, they deserve your business just a bit more than some random other fork company. I'd say, if you're really going at it, have a frame built around a 165mm rear hub, for wider spaced flanges and thus a stronger/stiffer wheel.
