Don't know if this will help or not but Shaeffer is part of Seneca Creek Park and the number to the rangers office at the park is (301) 924-2127. If that's not what you're looking for then I would get in touch with MORE www.more-mtb.org They maintain the trails and work very closely with the park. HTH
