What 29er frames come in a 22.5" ETT and also feature a long head tube?
Anything jump out here aside from what I've already got - a 16" Kona Unit 29er?
I know the 16" Karate Monkey and 16" Soma have that ETT - but they both have pretty short head tubes.
Wouldn't mind a bike with a 22.5" ETT and a tall-ish head tube for a drop bar set up. Steeper angles than the 16" Kona would be fine as well.
Thoughts/ideas/recommendations?

Because they look horrid.
The Fargo popped into my head when reading the OP as well. Maybe a CX frame?
Perhaps share more on what your goal is. Touring, XC, CX, rigid, HT, FS etc....
Seeing how many frame builders are finally starting to build with internal HS's and shorter head tubes to bring the front end down on 29er's. Appears your running in the other direction.

Check out Fuji's hardtails. I think they have longer HT's if I remember right. Shorter than average CS's too.
Here's the link. Not a bad scoot. Taller HT than I would want, but the spec is pretty sweet...full XT. Better than the Stumpy Comp 29er I bought and for less. (Before I stripped it and put XTR and XT on it)

most of the frame with taller HT have shorter AC, so you won't necessarily have a higher bar height, unless you figure on changing the geometry.

I don't know how this compares to KM or Unit.
Spot Honey Badger SS. The small frame has ETT of 22.25, HA 69.25, head tube length with integrated headset is 4.9.

I want to achieve something like this but with a steeper Head Tube Angle. I would then put a suspension fork on this Kona and use it as my trail bike.

My Spot longboard was a better road bike than it ever was a mountain bike. Mine's a medium with 23" top tube or I'd be sending PMs trying to sell it to you

How about a Gunnar Rock Tour (ETT = 22.8, HT = 4.2) or a Jamis Dragon Sport (ETT = 22.44, HT = 4.33)
